The plastic diffuser ring is a robust plastic structure that resists corrosion. It’s a plastic diffuser ring that prevents the aeration of prop blades by exhaust gases and serves as a physical barrier. There wouldn’t be a barrier behind the prop without the plastic ring to lessen exhaust backflow into the area of low pressure outside the hub.
